They are very sensitive so both could be faulty. However, the one with pump is close enough to spec that it might just be because the tank is not quite full even though you thought it was. I would just try replacing the other unit first and see what happens as that one is almost certainly faulty.
BTW. You sure your meter is good? I had a bad time with analog meters and now have a much better digital unit.
Don't forget, if you need both units I have a known good spare with pump.
