The fast answer is "No"
They haven't been crash tested, or EPA certified as far as I am aware. I saw one in Manhattan at the MOMA as part of a car design exhibit. Nice car.....but pretty small.

The long answer is - anything is possible, with enough money....but it's gonna be expensive and you'll never be able to get parts or service, so it'll only be a toy to park in your garage.
