This is purely speculative and based on what other vehicles do. I was annoyed by a truck I owned. 91 GMC. It too did what you described. What I understand it was,the torque converter locking or unlocking that would cause the RPM's to go up like you described. It was normal for this vehicle but I have narry a clue as to whether this is what your car is doing or if it is normal.
