I understand that it also increases back pressure at lower rpms. Higher back pressure tends to improve torque from what I understand, but I'm no expert. At higher rpms, you want more flow so the spring opens..... hopefully an expert can answer this in more detail: It is called a butterfly valve and is there just too reduce exhaust noise when accelerating from a standstill. It opens up once your up to speed.
