Loose inner brake pads.. how to tighten it? (more) (archive)

The noise I've been getting when I go over rough roads was found to be the loose inner brake pads from the rear wheels.

I could move the pad a little thus generating a metal to metal tacking sound. However, I don't know how i could fix this. The pad seems to be positioned perfectly, but there just seems to be a little gap on the bracket. I don't know how the pad is held in place. Is there a way tighten it down? Or this little movement wouldn't cause any harm anyways and I could just let it be?
I'll be doing track again next month and wants to be sure that pad won't fail in anyway.
