I don't know about another $1000 for the shocks. You can buy shocks for about $200, just need someone to install. As for the miles. I believe the car could go for a million miles if treated right. As for the chip, they run around $200 to $400 dependant upon where he bought it from. Ask him how long has he had the chip in (how many miles) could give you a clue to how hard he's driven the car, as it appears he's not afraid to take it over 100 mph or turn the car on rails. Also, if your running a chip most require gas of octane rating of 91 or better.
The 93's have a problem with the window regulators breaking (about $200 each window + labor) and the other thing is the water pump, if he changed it no problem. The only thing I can think of is that you may need an Inspection II (each dealer varies in Hawaii it is about $800).
Ask for any and all work orders or anything he's done on the car. I keep all records on the car no matter how small, it shows you've taken car of the car and can give a buyer peace of mind as to the upkeep of the car.
As for handling, they all handle and accelerate very well.
As for cost, can't help you. Value is in the eyes of the beholder and can vary widely with Bimmers.
