help: right windshield wiper doesn't work (archive)

for a while, the wiper arm was a little raised so that it would rub against my hood when opening it. recently, in heavy rain, the entire rigth wiper ceased working while the left is fine.

what is necessary to fix this? costly? simple replacement or costly repairs?
