It means whatever happen to it, insurrance or whoever decided it is unfixable OR cost too much to fix. Most case cost more to fix than the value of the car. I think if the car (include body, chasis, mechanic, electrical, etc) is in good shape and the price is very low, you might consider it. But how do I know if the car is in good shape? unless you are really expert about inspecting car.
