He isn't talking about lowering the car, just installing a 17mm spacer (bushing) around the the wide fender kit mounting to the body. He was having some rubbing and instlaled the spacers to move the parts out a bit farther from the tire. He mentions that this is not the best way to eleviate the problem, but it worked.
