from experience:

The SRS light's 2 min delay means that there is an SRS fault. Usually on this car (as it happened on our '96 ti) this is fixed by replacing one of the SRS sensors or resetting the faults (ie: not a real fault, but a computer screwup). This is very cheap to do (20min labor) unless it's a "real" problem. So, no this is not normal.

Seats creak: the car was possibly in an accident. Check it VERY carefully, usually the seats creaking is a good sign on collision damage elsewhere. I don't know about a fix for this... just be careful.

Look out for bad AC... it happened a lot on this car for whatever reason... although the '95 doesn't have the early 96's AC expansion valve recall issue.

My family owns a '96 ti... email me if there's anything else I can answer for you, and hopefully someone can give you some info on the timing belt/chain (ours hasn't needed it yet).
