On my car, the arm was siezed to the spline on the shaft.

I used a battery terminal puller tool to pull it off.

The tool looks much like a pulley puller, but it is smaller.

Of course, you will have to remove the cover and nut before trying to pull the arm off the shaft.

I suggest soaking with penetrating oil too.
