Ugh, after some research, it appears that you have a couple of options.

1) The plastic covering does not come off from the headlight, so you can buy a new one if you want.

2) There's a strong possibility that even though it appears to be on the inside it could be on the outside, and that using Meguire's plastic cleaner may do the trick (available at regular auto parts places).

Hope that helps... I plan to do #2.
