The difference in power between '95 and '96-99 is negligable. There is more low end torque in the 96-99's though. There is really only two factors from what I've read that would influence you on this decision. The '95 M3 has OBDI software instead of OBDII (Easier to Modify if that's your intention). The second is that the '95 had a bit more negative camber and/or toe-in on the front wheels which made for a bit better turn in, but caused severe wear on the inside edges of the front tires. That's about the extent of performance differences, the rest is all options and pricing. Also if you care, I don't think the '95's had traction control. Keep digging for info, it's all out there.
