Simple, the E36 sedan line was replaced with the E46 sedan line for MY1999. M3/4s were run off that line. Keeping a E36 sedan line open just to produce M3/4s and not 323i's and 328i's would have been cost prohibitive. Since E36 coupes were still produced, and were built off a different line, they could still build M3/2s.
