BMW dodesn't have a high HP 4 cylinder anymore. The S14 in the E30 M3 was based on an engine for the early 70s. They have not had the need to develope an engine like that for any production cars since then. IMO it would cost more to create and engine like that than to modify an existing 6 cylinder engine.
