Yeah, i can see where you are coming from. This whole dual exhaust thing is indicative of BMW's recent leaning towards form over function in their new models. I mean do people really thinking upping the horsepower really indicates a "return to the roots of the M3" embodied by the E30 M3? Hell no.
Just looking at the interior pictures, the weird hood, and the excessive and heavy 4-pipe exhaust makes me feel that BMW has been spending more time making the new M3 look more badass and less time making it drive more badass. Granted the M3 already drives pretty badass, but it's disappointing, in a way, nonetheless.
I think part of this is our fault (as in us Americans). I think when BMW saw the kind of people buying up M3's in the US (the biggest consumer market in the world for just about every product), they saw that it wasn't the enthusiasts that were the primary buyers, but people who just wanted something "cool" and unique and had the cash to afford it. This may even be the reason why the Euro engine never made it to us in the E36 body. They know most US buyers like the whole torque down low thing and figured that a high revving engine that really needs to be pushed to get the car moving wouldn't be appreciated enough to cover the costs... thus the toned down 240 HP 3.2 liter in the E36.
