Instead of saying Honda motors are peaky, I rather say they don't have much torque, period. If you look at the torque curve it's actually not that bad. Besides using some clever induction techniques (e.g. variable volumn induction chambers), torque really can only be produced w/ displacement, not high revs like HP can be made. So there's that old "no substitute for cubic inches" saying again.
