Any regular production factory vehicle can have more power extracted from the engine. Granted, it would hard to get much more power out of a couple hundred thousand dollar high performance car(lamborgini,ferrari,etc.), but it can be done. It takes a lot of money to design all the seperate components of a car to get the maximum performance. Also, car companies don't focus sales towards hard core enthusiasts. So, they will have a more restrictive exhaust, intake, and various other parts so that the car won't be to loud. The new M3 is a 40-50k dollar car that is not made for all out performance. I'll probably get some negative posts for this, but its a luxury sports car. BMW has spent atleast as much time trying to make the M3 a civil automobile as they have spent getting its performance. Thus, in many casses they had to compormise performance for ride quality. If one had the desire to, they could easily extract a lot more power from the the new M3 and I'm not talking about supercharging or NOS.
