You are right, this article is old. It is in refence to the E36 M3 race car. Since the GT class (present name the M3s run in) is not a spec class the governing body has to try to even things out. When one model wins consistently they handicap that car (over the past few years the M3s lost their sequential gearbox, had their tire wodth reduced, and had weight added to it- I think the most it got to was 450 pounds extra). The same thing happened to the Acura Integras last year where early in the year they were finishing 1-2-3-4 until they added weight and then the other cars became competitive. The rules are trying to take the cars out of the equation (as best they can) and make the race come down to the skill of the driver.
All the E36 "penalties" are thrown out the window with the new chassis...unless the new M3 regains it's dominance it had a few years ago.
