The supercharger kits (with intercoolers) in Germany (for the E36) raise the power from 320HP up to 420HP. For the US version, I would think that 430-450HP is possible. But I would not expect it for at least 1 year after the release of the car. If I was you, I would definitely go with the S/C for the new M3. It will:
1. Keep the responsiveness of the car
2. Turbo's are only efficient in a small RPM range vs. 8000RPM's (I would look at what people with GSR or NSX's are doing: They have similar engines to the new M)

I have an S4, and after almost 1 year, we are still waiting on turbo replacement kits (Expected gains @ Stage 3 are: MTM 420HP, APR450+HP). As far as the M3 S/C kits go, you are going to have to be patient and get your car first :o) I had a 8500RPM car before (Type-R), so I know it will be a fun car
