Here's the deal. I did a bunch of research on this recently, looking for info on a 330Cic E.D. The more people I talked too, the more accurate the information seemed to be (less holes in the story). For the first 6 months or so of a vehicle's production, the Euro Delivery cars DO come out of the dealer's allocation. After that, they don't.

The reason is because normally, BMW has a "pool" of cars that are designated for Euro delivery, and the dealer picks one of those, hence it doesn't come out of their own allocation. BUT, when the car is first released (e.g. the 330Cic) BMW is trying to hurry and 1. get a bunch of cars on the road (best kind of advertising), and 2. meet the heavy demand (relative to supply). So, early on, they do not dedicate a bunch of cars for Euro Deliv, but the dealer can take one of their own and choose to have the customer pick it up as Euro Deliv.

With all the conflicting information about whether or not the vehicles come out of the dealer's allocation, this story seems to fill in all the missing information and answer all the questions we have re: euro deliv. It makes the most sense, and is probably true.
