Does anyone know whether BMW has a optional delivery program where you can buy a model from a distant BMW dealer and have it sent to the nearest dealership without an additional charge. Of course, the accepting dealership would not lose an allocation if the deal was made at another dealership. Can this type of thing happen within the BMW system?

Yes - the real problem is finding a local dealer willing to accept the car, do the prep and deliver the car to you. They're paranoid about getting excellent ratings on the delivery process and reluctant to do it for a car they didn't sell.
