It appears that the national BMW office in each country sets the guidelines for the dealers under them, so at least some information is consistent. In the USA, things like options, delivery times, production numbers seem to be consistent, while prices are not. In Canada, the prices are also consistent, most are asking MSRP, although one was asking for 15K over MSRP, and they were actually one of the smaller dealers too. After seeing things like M5 sitting on a small dealer lot for MSRP and hearing that they just sold a Z8... I get the impression that they've tried to ensure even the small guys get a few cars quickly. Might be tougher in the US because the number of dealers is so much greater as is the disparity between largest to smallest.
It sure would be nice to know the inside details on what's going to happen for allocations. But for now I just tell myself nothing's certain until you're actually sitting in the car.
