But they can't do anything (outside of raising MSRP) to deal with it.

there are many things they could do to combat this, such as threaten the allocations of dealers that persist in this practice, and rewarding dealers that do not. BMW makes phenomenal cars, but their customer service apparatus and philosophy is extremeley poor.
