Because Porsche Cars of North America will yank their allocation and could even yank their dealership. The result is that a Porsche customer knows that when he puts his name on that list, the most he will pay is sticker. He wil never have to worry about getting his deposit back in the mail with a letter saying the cars will be sold with availability premiums.

Not completely true. Due to state laws it is very very difficult for a manufacturer to yank a dealership. They could however, give them some strange cars to get the dealerships to go along with the manufacturer philosophy, but that could get expensive for the manufacturer.

I know I heard of some SF Bay area dealers charging over sticker for the Boxster a few years ago. A way to get around that is to sell the car and then put it on the used lot. What little legal recourse the manufacturer would have is gone in that situation.
