I'd greatly appreciated if anyone know about how and where to proceed for the following issue.

My brother-in-law is in the Navy and is interested in the new M3. He doesn't know how to proceed and has asked around but no one else seems to know where to begin. He is not stationed in Germany.

Any help would be much greatly appreciated.
