Am I correct in my recollection that there is a blank spot in the taillight cluster for rear fog lights, and that they are offered in Europe but not in the US?

I was reminded of this because it was extremely foggy here a couple of days ago, and I was concerned about the possibility of being rear-ended on the freeway. Are rear fog lights illegal in the US? I assume that in Europe they're red (or behind the red lens)? Legal or not, how difficult would it be to have them installed? I'm concerned, because I'm considering a fog-colored (well, Ti Silver) M3.
