Use the throttle plate stop screw (aka idle adjustment screw) to set idle speed. If the screw is backed all the way out and still not response, then check that the vacuum pot (if your car has one) is not holding high idle. The knurled adjustment knobs/screws are part of the throttle linkage and used to sync the carbs at engine speeds above idle. Also check that all the choke components are working properly. In other words, are the chokes releasing fast idle?

On a 74 CS with Zenith carbs.

My curb idle is still too high after adjusting rod stopper clearence (backed all way off). I'm not sure if I have a mixture bypass system or not; but, I can't figure how to lower idle any more except take the risk of de-syncing carbs. There is no knurled knob I can find like in my reprinted SM.

Am I overlooking it or what?
