They do go up and down and you guessed it, they are frozen. Spary some kind of a lubricant down the shaft and keep wiggling and work it side by side until it pulls up. Watch out for your head not to hit the roof, it'll hurt beside damaging the headliner. I think once I had to take the seat out to give me more room and use of my legs to pull the headrest out.
