I assume that the rubber gasket has shrunk and water is getting under the top, running around and in and dripping down your dash/wood?

Common.

New gasket or get some of the butyl non-hardening rubber caulk meant to seal glass (fits into a caulking gun handle) from a body shop supply house (3M makes it) and allply liberally under the rubber lips at the top corners of the gasket. It doesn't get hard or dry, and can be wiped off the paint w/ no damage or solvents.
