$4500-7000 Could be a decent runner with most systems operable. Probably needs some rust repair and paint. Mechanically, the car should be resonably reliable.
$7000-10K Might need paint, but you should expect a decent car that is not one step away from rusting away. Interior probably need attention.
$10K-14K Should be a nice looking driver. Might have some rust that needs attention, but structurally sound. Figure passable paint and interior. Good mechanicals
$15K-20K VERY nice looking car in and out. Very good mechanicals. HOPEFULLY no rust (incredible original car or well repaired car)
$20K-25K Approaching concours appearance (though might not actually BE a concours car).
By being UNLUCKY, one might pay one level higher that the car he is getting.
By being careful and fortunate, one might buy one category higher car than the price would reflect.
Western cars tend to have much better bodies. Avoid any car that has ever been driven in sanded/salted winter conditions. The seeds of destruction have been planted and it is only a matter of time before the rust blooms.
The e9 is the ONLY car I know of that in a quiet shop late at night you can hear the car rusting!
Treat ANY car in ANY price category with great suspicion, and insist of in-progress photos of any prior paint or restoration work.
The above is just my opinion, and I would LOVE to hear other opinions of folks with more experience than I have.

I'd have to agree with you on most of the pricing except noting that I've seen several nice original near rust free (west coast) cars for sale under 9K (and who know's what they actually sold for?).
Also when was the last time you've actually seen a CS coupe sell for over 20K? ---and CSL's don't count either, especially batmobiles.....
It would be interesting to know what $$ really nice CS coupes have fetched -and not just the asking price. Very few seem to go through the auction houses to get a firm price structure....
Also, Fiat's rust just by looking at them, you don't have to wait till it's night and quiet to hear the corrosion, it started before it was even made...

Make's me wish I'd bought that decent inka carburated CSL I looked at 5 years ago for $4k.
