Thai mention "rust bubble" an a "non-structure" area, hard to say if he (Thai) has just bubble paint only, then a different approach to his problem is needed or actually does have rust under the paint. I had similar problem in my CS thinking some of the paint bubbles were from rust, I was wrong!

Since Tahi used the term "rust bubble" I could only assume he meant rust bubble. Obviously, if it is a paint bubble, then he need not weld in a patch.

Often, a paint bubble forms from hydrostatic pressure from a pin hope in the metal still too small to see with the naked eye.

If I see a bubble in a panel, I remove the paint locally ONLY and try poking an awl in the center of it. 98% of the time it goes right through. It is unusual for just one or two bubbles to spontaneously form in paint-if there's a paint problem, there are usually LOTS of blisters.
