In addition to the fuel tank filler cap itself, you might have a problem with the tank top. The whole gauge sensor tube that drops into the tank has a little seal around the top, which on my car has died a little. Whenever I fill the tank (as in a FULL tank) I get a petrolly smell in the cabin as well. On the top on the tank petrol is seeping out until the level drops enough that the rough roads we have here in NSW don't splash the stuff around.

Another thing to check, especially if it's a oil/exhaust smell rather than raw petrol, is that the firewall rubber boots (steering column), for example) are sealing correctly.
