best way to prepage a running board? (archive)

I got a used running board from Carl Nelson and it needs some work before I can put it on... it's kind of a mess and there's rust on the inside of the part that I don't want to see getting into my nice clean fender. What do you guys suggest for preparing the part?

I was thinking of taking a metal brush and scrubbing out all the paint on the inside and painting it with a rust-proof coating (need to find out what to use as well).
