How difficult is it to import a 1973 csl for example to the states. If the car was to be registered in CA would that make it much harder?

Being the car is older than 25 years, it's no problem, the car is too old for US EPA/DOT regulations.

As for California?? You should contact you local DMV and explain what you plan on doing to get the low down on red tape involved....
