It could be that the felt that seals the flaps has degraded. I found that was the case in the car I am restoring. I replaced the felt, but it is a major PITA. I would check to make sure your Bowden cables are adjusted properly to close the flaps. They stretch and so your flaps may not be closing all the way. Hope this helps
