Yes, they are hard to come by. Most likely, if the car is being parted, it is rusty. Plus, any thing like rockers or wheel arches are hard to remove (speaking from experience).
Of course, you may always get lucky. Years ago, I bought a '73 parts car from someone who was moving. He had bought out of storage. It had had an engine fire and the hood and right front quarter were shot. While it only had about 70Kmi on it, unfortunately it was stored somewhere that used a forklift to move it around, so every panel was dented. I did disassemble it and have used sections from it to repair my 2 cars, but in retrospect, I may have been better off buying the panels I needed new!
