From his original post, I thought the car is in the USA already. Some states would try and make sure it's DOT-compliant even for registering a new owner (sometimes it's just dumb things like "does it have a working horn?" from what I hear). Most states don't do anything though, so you can buy a Euro car and register it without anything done.but then there's CA smog... yikes. I have heard that on a Euro CSi you can pass a smog check without the USA equipment and put in an oxygen sensor, with a dummy wire to the ECU, to pass visual. I don't know if this is true.
Once it is here they don't, but when you want to pick it up at the port, the customs inspector wants all the documents showing that is DOT and EPA certified. He gave me a DOT and EPA waivers due to the year of the car, and the DMV wanted those waivers to register the car.
