Mike,
When you turn the key to engage the starter, you are energizing the small wire connected to the solenoid. It energizes an electromagnet inside the solenoid which pulls the solenoid piston toward toe front of the car. This engages the pinion gear with the ring gear on the flywheel. When the piston reaches the limit of its travel, it bridges two big contacts in the solenoid housing; one from the starter motor itself and one from the positive battery cable which bolts to the solenoid. The starter then begins turning. Your problem is that the solenoid piston is moving (the click you hear when you turn the key) but it is not bridging the two contacts to energize the starter motor. This is caused by worn or corroded contacts or a sticking solenoid piston. You can try disassembling the solenoid and cleaning the contacts, but starters are not that expensive, and a new one will eliminate the possibility of having to remove the starter again in the near future.
Good Luck
Colin
