I agree this is not right even on a euro car. I'm told there is too much heat in the reflector if both filaments are on.

A couple of questions:

1. Do you have sealed beams or h1/h4 with separate reflectors? If they are euro headlights, are they true e-code or the US spec (DOT) version?

It is possible that someone did this rewiring on purpose. As I recall, when I upgraded my E28 to euro lights, I had to change the wiring because the stock US harness would have caused this very situation with the euro fittings.

What is happening is that all SIX elements are lighting up. The 4 high beams (interior and exterior each side) are coming on, and the low beam elements are remaining lit.
