I hope I'm wrong but in my experience it means a blown or weeping head gasket. Basically combustion gases are entering the cooling system. I think a good radiator shop will have a sniffer to determine if the coolant has combustion by-products in it. My Alfa Romeo spider had a weeping gasket which if I opened the rad cap and reved hard it was blow tiny bubbles.
Another possibility I suppose is if the cooling system was flushed recently that some sort of detergent and causing the foaming.

there isn't oil in the coolant, car doesn't seem to loose coolant or much oil, coolant not discolored (yet), doesn't overheat (in fact runs real cool).

I just put the carbs back on to try get things running a little better. Front 3 cylinders would oil foul badly. Have not taken off plugs since carbs went back on. Still runs poorly below 2000 rpm.

I have a bad feeling about this...
