Don't discount fuses just cause the washer pump works. I had a problem with an E24 6er headlight - parking light works, dipped beam doesn't. Fuses look OK, spend hours changing globes, shifting headlights from one side of the car to the other, using the multimeter to check current on the light, at the plug, everywhere. No short, no broken circuit - nothing made sense. Eventually, Dad replaced the old unbroken fuse with a new one. Bingo Everything works. The old fuse could cope with the parking light, the mutimeter testing, but put the full headlight on, and the current wouldn't get through. Weird, huh?

There's something about motor-car electrics, especially really OLD cars, that just defies all the known Lors of Fizzics...
