I'm a new 2800CS owner myself, so still figuring a few things out too. The high beams are on the laft stalk, push it up or towards you for flashers.
I think the knob near the window switches is to control the wiper speed from low to "high". On my car it doesn't make much difference.
I think my car gets mid teens too, I've fuel injection but it needs some tuning as there is a noticable unburned gas or exhaust smell when I pull in the garage.
The defroster control is one of the slide levers with a vauge "up arrow", probably needs to work with the left hand fan switch.
