rust is more expensive than mechanical work. The back windows are probably stuck and can be freed.
The AC may cost you a grand to 1200.

Avoid rust. Ask to remove the rocker panel covers - five phillips screws - and look at the real rockers. Be suspicious if the car is recently painted; then use a magnet along all the seams and borders of the panels.

Mechanical parts and work are largely available. Interior parts can be quite expensive.

You say nothing about your mechanical aptitude or wallet size, there's little we can say but to avoid rust, avoid rust, avoid rust.
