In terms of the time it would take, I'd figure on an hour or 2 to remove the old seat mount towers (not doing a hack job), then you need to fabricate the reinforcement pieces, which may take the most time. I'd figure on a couple of hours, but I suppose I'm slow. The actual time spent welding should be less than an hour.
I have removed some similar seat mount towers in another project and found there were a couple of places that were hard to get at, but there may be a much faster way to do it. I'm basically a fairly advanced hobbiest, not a pro.
