on a pre-74, this is a wiper-speed knob on the left of the shifter (and on the right is a cigar lighter) - try turning your wipers on (press the button on the end of your turn signal stalk) and, while they're on, pull the knob toward you one or two positions.

on a 74/75 this knob is, instead, the rear window defroster switch and wiper speed is controlled by moving the wiper stalk. On the pre-74 the defrost switch is the orange button under the steering wheel on the right, next to the red hazards flasher.
