Just thinking out loud.
What about the main brake booster? Since its main function is to assist braking force from the pedal (i.e.: to add to the power delivered to the master cylinder by your foot). It taps into the vacuum created by the engine, and use the difference between atmospheric pressure and the vacuum created by the engine to assist braking.
And the one way check valve on the booster makes sure that air does not enter the vacuum booster.
Then a failing booster / check valve can make the brake pedal hard.
