on the top bolt, if you have carburetors, the bolt cannot be removed all the way, to change the copper crush washer, etc. you can lift it far enough to get the can off, but you cannot take it out. Therefore, if you don't have a CSi, my guess is there's no point in getting a top-bolt over a bottom bolt. It's still easier to just take the housing off and work outside the car.
