I think you are going to find that the fronts stick out beyond the fender even if the offset is ok. I have 16" Alpinas, 7" in front, 8" in back. If these are BMW wheels (as well as a lot of others), look on the hub of the wheel and there should be a code like ET11 or IS23. These are the offsets in mm. They vary according to rim width for a given fitting. My Alpinas are 7"=ET11 and 8"=ET24. The 8" BBS RS I have on my 635 are ET11.
In terms of the biggest wheels you can fit, I saw a CS with 17" wheels and I think they were 8 1/2" in front and 10" or 11" in back. I'm not sure how he did that.
Clearance in front is the problem area, both with the strut and with the fender.
