you should calculate the surface area of the tubes. Higher area wins IFFFFF... the air flow is sufficient to pull the heat from the surface (use 11 blade fan). We must also assume the additional fins don't block air flow.

Have you though of tossing the fan clutch and bolting it up to the hub? This is my setup with a 5-blade fan, and it never gets 1/3 up on the gage. I think this is too cool, pun intended.
